Does it mix with water

Yes, it mixes quite easily with water. I can't remember the ratio, but it seems like about 5 to 1. It has been over a year since I used it last. It has easy to read directions on the bottle, so just mix as directed.

Can I use this on a newly seeded lawn as I wait for the seeds to germinate and grass to fill in?

Thanks for your answers! Not sure if I'll purchase this, but I'm not looking forward to several weeks of brown spots either, as my flower garden remains in full bloom, and the idea of an unsightly lawn detracting from this, bothers me. Perhaps I'll use green mulch, such as comes with some grass seed mixtures. I used that once and it was tolerable.
