after rubbing the pad on face, do you rinse off?

cleanse your face first (with either Somme product with the blue dot or some other cleanser), then wipe your entire face with the Transport pad. Do not rinse your face after you have used the pads. Follow with some form of moisturizer.

Does this help your neck with crepiness?

Absolutely! I didn't even think it was going to work like every other product I've used but the results on my face and neck got even my derm asking what I was using! He said my skin never looked so good.
